Study of Emergency Medical Services Consolidation
Backround:
In compliance with North Carolina law, Carteret County is responsible for providing emergency medical services (EMS) to the citizens and guests of Carteret County. Currently the county provides these services through a combination of 15 separate contracted non-profit and municipal EMS service providers. Each of these service providers are a separate individual corporation with distinctly different by-laws, SOP’s and contracts. In addition the level of service provided, the training, staffing, and overall cost vary widely from provider to provider. Although each contracted service provider is compensated by county or municipal tax dollars, the county has no input or control over the day to day operations, the personnel or level of service provided. Historically this type of fractionated system worked well because it relied heavily on volunteerism from each individual community. This large volunteer pool kept the salary and compensation costs to a minimum. Due to the fact that the requirements for EMS certification have become so demanding and difficult to achieve the volunteer base simply is no longer there. As the manpower base has become less and less, the service providers have been forced to rely more on paid staff. This increase in salary cost has been compounded by the manpower shortage because each service provider in the county must compete for trained workers. This system of multiple providers also is inherently more costly due to duplication of key positions (paid chief’s, training officers, etc.) Instead of a tiered rank structure. Duplication cost is further increased by multiple supply issues, administrative services, and many other forms of replication. Over the past few years it has become apparent that this increase in cost has been transferred directly to the county taxpayer. With no end in sight to these rising costs it would be prudent to consider other options.

Advertisement for Bids on Demolition of Building Interior
Carteret County requests Bids from Demolition Contractors. Carteret County is renovating 23,000 square feet of existing commercial space to be used as a County Library and Offices. The county intends to demolish interior partitions and miscellaneous equipment prior to award a general contract for construction. A mandatory pre-bid meeting will be held at 10 AM at the Beaufort Square Shopping Center located on Highway 70 in Beaufort, NC on July 17, 2008. Bidswill be received on or before 4:00 PM July 31, 2008 and then publicly opened. Pleasecontact Theresa Burkhardt at 252-728-8401 to be added to the bidders list to receive bid packages. Request for Qualifications from General Contractors
Carteret County requests Statements of Qualification from General Contractors interested in renovation of 23,000 square feet of existing commercial space to be used as a County Library and Offices. Your Letter of Interest will be received on or before 4:00 PM July 22, 2008. Download the RFQ here or contact Theresa Burkhardt at 252-728-8401 for hard copy. The county will prequalify general contractors with relevant experience to prepare proposals for this renovation work. Minority Business Enterprises are encouraged to submit qualifications.

Carteret County requests Bids for Storm Debris Management. Sealed proposals will be received on or before 4:00 p.m. on Thursday, July 24, 2008. The work includes furnishing an excavator and dozer along with operators and two site attendants as required for management of storm debris at two temporary staging areas in the County.
