GENERAL DESCRIPTION:
This position is responsible for the establishment and enforcement of child support orders and has control and responsibility for the financial management and accounting of these support orders. In monitoring court ordered payments, the employee determines what action to take when the non-custodial parent (NCP) is in arrearage—negotiate out of court, take to court, and utilize income withholding.
REQUIREMENTS:
- Thorough knowledge of the Child Support Enforcement Program and applicable legal procedures;
- Considerable ability to interview clients, absent parents and related sources, and to investigate cases;
- Skill to organize, analyze, summarize case information and have basic math skills;
- Ability to establish and maintain effective working relationships with clients and absent parents, location resources, offices of the Clerk of Court, Magistrates, District Attorney, Sheriff, other court officials, and private attorneys.
EDUCATION:
- Four year degree and six months experience in eligibility, investigative, judiciary, or legal work that provides knowledge, skills and abilities needed to perform the work; OR
- Associates degree in business administration, human resources, law enforcement or closely related degree and two years of experience in eligibility, investigative, judiciary, or legal work that provides knowledge, skills and abilities needed to perform the work; OR
- Graduation from high school and three years of experience in eligibility, investigative, judiciary, or legal work that provides knowledge, skills and abilities needed to perform the work; OR
- An equivalent combination of education and experience.

The major purpose of this position is to extend WIC services to eligible clients Monday – Friday. Position greets and interviews clients for the purpose of obtaining accurate demographics and financial information, food instrument printing and issuance, anthropometric measures of clients, immunization screening, mini lessons education and the retrieval and compiling of WIC records. Position will also address vendor issues, conduct mandatory vendor monitoring and annual vendor training. Daily computer data entry is an essential function of this position.
REQUIREMENTS:

GENERAL DESCRIPTION:
Position establishes and implements a process for strategic planning, direction, coordination, and assessment of activities to ensure local preparedness, interagency collaboration, and effective response to bioterrorism, infectious disease outbreaks, and other public health threats or emergencies. Responsible for developing, updating and exercising a comprehensive public health emergency plan for Carteret County Health Department. To effectively coordinate a public health emergency plan, works with representatives from the local hospital, emergency responders and law enforcement agencies. Prepare evaluation reports following preparedness/planning exercises. Make oral presentations before various commissions, committees or community groups as assigned. Conduct, either directly or through a vendor, exercises as required by the AA514 (PHP&R Agreement Addendum) and/or as identified by existing plans or training programs. Participate in the funding monitor system for AA514 activities to the extent of assuring that reports such as the Electronic Monthly Report (EMR) and Quarterly Narrative Report (QNR) are completed and submitted in a timely manner. Act as the health department liaison with PHP&R for preparedness activities and especially on matters related to the requirements in the AA514.
REQUIREMENTS:
Bachelors Degree in Health related field and experience in emergency preparedness and response activities.

Responsible for performing protective, preventive, and investigative work in enforcing animal control laws and regulations within the jurisdictional boundaries. Will also investigate or oversee investigations pertaining to animal cruelty and/or neglect.
REQUIREMENTS:

GENERAL DESCRIPTION:
Performs advanced clerical and administrative work in support of activities of the Board of Commissioners and County Manager. Daily duties include effective communications with the public, developing and maintaining official records and files, and assisting the Clerk to the Board in the full range of those assigned duties.
REQUIREMENTS:
Applicant must possess the following: excellent computer, communication, and organization, skills, considerable knowledge of County policies and departmental organization, regulations, and procedures and the ability to interpret them, and general knowledge of NC General Statutes as they apply to local government.
EDUCATION AND EXPERIENCE:
Associate’s degree in Business Administration or Public Administration, or five years of progressively responsible experience in advanced clerical/administrative work with three years of supervisory experience. Three years governmental experience, preferably in a local government setting; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
SPECIAL REQUIREMENTS:
Position requires occasional travel, including overnight travel, to training sessions. Also requires the working of extended hours and the working of hours outside the normal workweek.

GENERAL DESCRIPTION:
This is a part-time position, not to exceed 999 hours per year The primary purpose of the Medical Lab Assistant (MLA) is performing routine, simple and standardized tests and/or assisting medical laboratory staff in performing more complicated laboratory tests which are used in the diagnosis and treatment of patients at the Carteret County Health Department. Employee performs routine and standardized tests that may cross several medical technological areas where the tests are specific, predictable, and require minimal interpretation. Venipuncture and capillary collections required. Processing of collected blood may require spinning blood samples and pouring off serum into transfer tubes for transport. Routine testing include: hematology/hemoglobin, urinalysis, pregnancy testing, group Strep A test. Work also includes the disposal of outdated specimens, stocking and preparing needed media and reagents; and coordinating priority specimen processing for emergency situations. MLA is responsible for performing quality control on all instrument/reagents utilized to assure accuracy and proficiency.
REQUIREMENTS:
Knowledge of applicable laboratory instrumentation and equipment; knowledge of test procedures performed in the laboratory; knowledge of specimen processing; skill in the use of lab equipment and in the performance of procedures; ability to make accurate observations; ability to understand and follow oral and written instructions. Graduation from high school and one year of laboratory experience; or an equivalent combination of education and experience. Phlebotomy certification.

This part-time position will be required to accurately receive and direct communication to the Spanish speaking population served by the Health Department. Will assist clinic staff, nurses, WIC, social workers, and other staff by translating health histories, present medical problems, personal data, and translating instructions, health education and appointment information to the clients. Accompanies the nurse/social worker on home visits to the Spanish-speaking population for assessments. Assure that the same quantity and quality of health services are provided to the Spanish speaking clients. Translates written materials (forms, brochures, letters, etc.) from English to Spanish and vice versa to assist both the client and staff in obtaining information in an understandable form. Will perform other clerical duties as necessary to ensure efficiency of department. This part-time position will average 19 hours a week.
REQUIREMENTS:
High school graduate or GED and one year of experience in interpreting and translating English and the Spanish language in a setting that requires knowledge of the Health Department programs and services. In depth knowledge of other agencies and their role as it pertains to the Health Department. Must demonstrate the fluency and skill necessary to meet the needs of the organization and client populations served. Ability to read, write, and speak fluent English and Spanish. Ability to communicate effectively in person and by telephone, to be tactful and courteous and use decorum in projecting a favorable public image. Must have flexibility and adaptability to changing schedules and practices.
