TRANSPORTATION SERVICES MANAGER
Carteret County Community Transit - CCATS
GENERAL DESCRIPTION:
Performs responsible managerial, administrative and supervisory work in planning, developing, and implementing transportation services for the citizens throughout the County. Develops and projects administrative, operating, and capital budgets including vehicle purchase, replacement, staff requirements and administrative operations.
Prepares and administers various grants; prepares quarterly reimbursement invoices for NCDOT; prepares quarterly and yearly reports covering operating statistics, Rural Operating Assistance Program report, disadvantaged business, etc. Promotes and publicizes services; attends and speaks before local interest groups; acts as the primary human service transit spokesperson for the County. Develops and maintains effective services coordination and positive public relations.
Oversees the operations of CCATS contract operator. Serves as staff for the CCATS Advisory Board.
REQUIREMENTS:
Thorough knowledge of transportation related federal and state laws, rules, and regulations, available funding sources, purchasing policies and procedures. Effective supervisory principles and practices, demonstrated leadership, and management skills.
DESIRABLE EDUCATION AND EXPERIENCE:
Graduation from an accredited college or university with a four year degree in business administration, transportation planning, or a related field and considerable experience in transportation planning/management; or an equivalent combination of training and experience.

DEPARTMENT OF SOCIAL SERVICES
GENERAL DESCRIPTION:
Duties include interviewing applicants and determining eligibility for Family and Children’s Medicaid; carrying a Family and Children’s Medicaid caseload.
REQUIREMENTS:
Must have good computer keying skills. Skill to interact with the public in a mature, professional manner. Employee must be able to deal with irate clients. Work is stressful; must be able to work under pressure and meet deadlines. Also able to handle diverse program rules.
EDUCATION:
One year of experience as an Income Maintenance Caseworker;
OR
Associate degree in a Human Services Technology, Social Services Associate, Paralegal Technology, Business Administration, or Secretarial Science;
OR
High school graduate and two years of paraprofessional, clerical, or other public contact experience which included negotiating, interviewing, explaining information, gathering and compiling data, analysis of data, or performance of mathematical computations or legal tasks with at least one year of such experience being in an income maintenance program.

PURPOSE:
The primary purpose of this position is to coordinate activities and events at a Senior Center.
DUTIES:
Plans and participates in Center activities and events, plans special seasonal programs, coordinates assistance from volunteer organizations, decorates event halls, prepares annual recreation budget proposal, coordinates fundraisers, assists seniors with participant registration process, serves as receptionist as needed in absence of reception staff, assists with clerical duties as needed. .
EDUCATION AND EXPERIENCE:
Graduation from a two- or four-year college preferred with a degree in human services, recreation activities administration or related degree and some related experience, ideally with older adults, or an equivalent combination of education and experience
KNOWLEDGE, SKILLS AND ABILITIES:
Ability to use Microsoft Office, thorough knowledge of and ability to use correct grammar, vocabulary and spelling, ability to plan and organize work, ability to deal tactfully and courteously with the public, peers, senior adults, government agencies, and supervisors, ability to lift at least 25 pounds.
Must possess a North Carolina driver’s license.

GENERAL DESCRIPTION:
Provide technical support to end-users: both hardware and software. Install and trouble-shoot computer systems. Develop and/or use maintenance procedures to solve technical systems/application problems.
ESSENTIAL FUNCTIONS:
Install, and maintain windows operating system and applicable software applications. Identify and solve workstation operating problems. Provide technical assistance to users and install upgrades to software applications. Visit work sites or provide technical answers via telephone or remote desktop to diagnose and solve automation and network problems Provide guidance and assistance as needed, update managing staff of priority needs, etc. Maintain accurate and timely updates to work order requests utilizing internal problem tracking database.
KNOWLEDGE:
Workstation hardware and technical operating system. Basic knowledge of Windows 2000/2003 server & Windows 98, 2000, XP, Office 2000/XP suite, Symantec Anti-Virus. Familiarity with TCP/IP, DNS, DHCP and HTML helpful. Trouble-shooting techniques and procedures. Ideally A+ and/or Net+ certified.
ABILITY:
Communicate orally with users, in face-to-face, one-on-one settings, group settings, or using a telephone. Analyze systems problems and procedures accurately and logically and implement corrections/improvements. Capable of lifting or moving at least 25 lb. Produce written documents with clearly organized thoughts using proper English, punctuation and grammar.
SALARY: $9.00 – 10.00 per hour. Approx 20 hrs/wk

ANIMAL CONTROL OFFICER II

GENERAL DESCRIPTION:
Responsible for performing protective, preventive, and investigative work in enforcing animal control laws and regulations within the jurisdictional boundaries. Duties include the patrolling of designated areas of the county, noting violations of animal control laws, warning citizens of violations, and picking up and/or otherwise controlling stray animals and responding to and investigating complaints filed. Will also investigate or oversee investigations pertaining to animal cruelty and/or neglect.
REQUIREMENTS:
Graduation from high school with two years of law enforcement experience including one year as an animal control officer; or an equivalent combination of training and experience. Must have a valid NCDL. Certification as a Law Enforcement Officer in accordance with the provision of the North Carolina Criminal Justice Training & Standards Council or deputized or other certification granted by local ordinance as appropriate.
Minimum Starting Wage: $11.37/hour
